WHO IS SHAMROCKS?
Shamrock’s first appearance (or implied appearance) was in Chapter 907 of the manga, where a figure meeting the Five Elders (Gorosei) looked like Shanks but lacked his scar & missing arm.
His official reveal as Shamrock happened in Chapter 1137 during the Elbaf arc.
In the Elbaf arc, Shamrock is working on behalf of the World Government / Holy Knights to try and bring the island of Elbaf (land of the giants) under their control. He attempts to recruit its prince, Loki, into the Knights of God. If rejected, the plan shifts toward more forceful measures.
